Travel to UAE in 2025: New Visit Visas and Entry Permit Rules Explained

The UAE government has made significant updates to its visa and residency system with the introduction of new categories aimed at attracting global talent and fostering growth in the tourism, technology, and entertainment sectors. The Federal Authority for Identity, Citizenship, Customs, and Port Security (ICP) stated that these changes are designed to enhance quality of life, stimulate trade, and support economic development while also responding to humanitarian needs.

What are the 4 New UAE Visit Visa Categories?

1. Artificial Intelligence Specialists

This visa is designed for AI experts, permitting visits to the UAE for defined durations. It can be granted as either a single-entry or multiple-entry permit. Applicants are required to submit a letter from a sponsoring or hosting entity.

2. Entertainment Purposes

This visa allows foreigners to enter the UAE temporarily for entertainment-related activities, thereby enhancing the nation’s status as a global cultural destination.

3. Cruise Ship or Yacht Travelers

Visitors arriving in the UAE through cruise ships, luxury yachts, or leisure boats are eligible to apply for a visa, contingent upon the UAE being a designated stop and their host or sponsor possessing official licensing.

4. Event Attendees

Designed for foreign attendees of various events such as festivals, exhibitions, conferences, seminars, or cultural, religious, and sports occasions, this visa application mandates the inclusion of a letter from the hosting organization. This letter must outline specific event details and include evidence of ticket purchases.

Revisions to Entry Permit & Residency Rules

Alongside the new visa categories, the UAE has updated its rules for entry permits, residency, and sponsorship:

1. Humanitarian Residence Permit

  • A new one-year permit, extendable under specific conditions, with no sponsor required.
  • Intended for people from conflict-affected or disaster-hit regions.
  • If the permit holder leaves the UAE, it may be cancelled.

2. Residency for Widows and Divorcees

  • Foreign widows or divorced women can now obtain a one-year residence permit renewable for a similar period under defined criteria.
  • To qualify, the applicant must be present in UAE within six months of divorce/death and, in some cases, the late husband or ex-spouse must have been the sponsor.

3. Sponsorship & Income Thresholds for Friends & Relatives

The new rules tie sponsorship eligibility to the monthly income of the UAE-based sponsor.

  • First-degree relatives: Sponsor must have AED 4,000 monthly salary
  • Second- or third-degree relatives: Must earn AED 8,000 monthly
  • Friends: Must have a minimum salary of AED 15,000

4. Business Exploration Visa

  • Issued to those seeking to explore business opportunities in UAE.
  • Applicants must show proof of financial solvency aligned with the proposed business or evidence of professional practice (or shareholding in existing businesses abroad).

5. Truck Driver / Freight Visa

  • Foreign lorry drivers can now obtain single- or multiple-entry visas when sponsored by a licensed freight/transport company.
  • Requirements include health insurance and financial guarantees.

6. Entry Permit Documentation Update

  • A new requirement mandates submission of the passport’s outer cover page along with existing supporting documents (photo, passport copy, hotel booking, travel ticket).
  • The “seventh amendment” to entry rules will include clearer schedules defining authorized duration of stay and extension conditions for all visa types.
